Horror Movie from the late 90s/Early 2000s?

I can't remember the name of this horror movie from the late 90s or early 2000s, it had a killer with nails or some similar sharp object on his/her hands (not Nightmare on Elm Street). The killer was cloaked in either brown or black and if I am not mistaken said a phrase before killing his/her next victim. I say 'her' because I believe the killer was a she. I probably have many of the details wrong as I can't remember the movie or plot very well but trying to find info. online has led to no answers.
